Well, first of all the ethic attraction works extremely slowly. You have something like 1% chance per year of a pop actually changing ethic. But the true problem is with 1.6.1 right now, it's been comfirmed that anything that affects attraction to government ethics is broken. So information quanrantine, homeworld attraction bonus, comformist ...around 50+ new Civics, along with some rebuild/modified vanilla Civics. New civics are of different types: Green (regular) an Yellow (so-called "themed governments"). Some of the vanilla Civics has been modified or disabled, in order to maintain the consistency of the Civics set as a whole. - 30+ new Government forms.Make treaties with xenophile empires.
