The only time I'll create a title for "the sake of it" is when I need someone specific to hold that title and someone else who I don't want to hold it can also create it. Reasons can be prestige, opinion, faith conversion, etc.I think the best capital is one with a great defense, like Constantinople (even with the Hagia Sofia disabled) or Toledo (rebuilt fortress is great iirc).
